How to Apply for the "Mainland Travel Permit for Hong Kong and Macao Permanent Residents (Non-Chinese)”? 如何申请《港澳居民来往内地通行证(非中国籍)》?

Traveling from HK&Macao to Mainland China

Starting from July 10, 2024, non-Chinese permanent residents of Hong Kong and Macao can apply for the "Mainland Travel Permit for Hong Kong and Macao Permanent Residents (Non-Chinese)" (hereinafter referred to as the “Permit”) through China Travel Service



During its 5-YEAR validity, the Permit holder may travel to the mainland of China multiple times, with each stay not exceeding 90 days. The holder shall not work, study or engage in news coverage activities in the mainland of China with the Permit.


Permit holders can go through immigration clearance through E-channels after completing fingerprint collection procedures at ports of entry and are not required to fill in the Arrival Card when entering the mainland of China with the Permit.

Below are the instructions for applying the Permit:


I. Applicants

Permanent residents in the Hong Kong Special Administrative Region and the Macao Special Administrative Region who are non-Chinese citizens and wish to travel to the mainland of China for short-term purposes, such as investment, visiting relatives, tourism, business, seminars, and exchanges, may apply for the Permit.

II. Application Materials

  1. “Application Form for Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens)”


    Please fill in the application data completely and accurately when making an appointment online, and have it printed by the staff during on-site processing.


    After the applicant has verified that it is correct, he/she will sign the application form (the same signature as on his/her passport), which will serve as the official application form.



  1. Photo


    One full-face coloured photo with white background of the applicant without a hat taken in the past six months, with the qualified test receipt of the photo.

    Applicants other than infants and young children can also go to various document service centres to seek photo services.

  1. Valid Hong Kong Permanent Identity Card


    A non-Chinese Hong Kong permanent resident under the age of 11 who has not obtained a Hong Kong permanent identity card shall provide a “Notice of Application for Access to Information” issued by the Hong Kong Immigration Department, which states that he/she is a Hong Kong permanent resident.



  1. A valid ordinary passport (excluding passports not recognised by the People’s Republic of China), with a validity period of no less than six months.



  1. Valid nationality certificates which is the “Notice of Application for Access to Information” issued by the Hong Kong Immigration Department.


    The nationality information provided in the nationality certificate should be consistent with the nationality information provided in the applicant’s passport, and the nationality certificate must be issued within six months prior to the date of application.



  1. Applicants under the age of 18 must be accompanied by their legal guardian with documents of relationship proof (if the legally valid birth certificate or custody document is not in Chinese or English, the Chinese or English translation shall be submitted) and the identity documents of the legal guardian.



  1. If the validity period of the Permit is less than six months or has expired, the Permit is damaged, the Permit holder’s personal particulars have changed, or the integrated chip of the Permit cannot be read, the current Permit shall be surrendered on application.



  1. If the Permit is lost or stolen, the applicant shall sign a declaration of loss in the application.



  1. If there are any changes to the applicant’s name, gender, date of birth, nationality, Hong Kong permanent identity card number, or any other personal particulars, the updated Hong Kong permanent identity card, passport, and certification documents issued by the legal authorities must be submitted.



  1. Other supplementary materials deemed necessary by the approval department.

III. Method of Application

  1. Log in to the official website of CTS Entry Permit Service Hong Kong Limited, and select the “Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese)” online reservation service under the “Non-Chinese” menu or the “Permit Appointment” menu item. Fill out the application form, select the specific document service centre and time, and complete the online appointment procedures.

  1. Applicants should go to the document service centre in person to submit application materials according to the appointment time and date at the document service centre. Applicants under the age of 18 must be accompanied by their legal guardian and submit documents of relationship proof (if the legally valid birth certificate or custody document is not in Chinese or English, the Chinese or English translation shall be submitted) and the identity documents of the legal guardian.



  1. The documents submitted must be originals, and a copy of each must be provided at the same time. If the copied materials exceed one page, please make a double-sided copy on A4 papers.

IV. Processing Time

  1. The Permit will be issued within 20 working days after the application is accepted. CTS Entry Permit Service Hong Kong Limited will not make compensation and assume responsibility if it is need of approval and verification, disapproval of the application, force majeure, and other reasons cause the actual date of collection of the Permit to be later than the scheduled date.



  1. Working days do not include the day of application, Saturday, Sunday, and public holidays of the mainland of China and of the Hong Kong Special Administrative Region.

V. Charges (HKD)

The fee for first application in Hong Kong or Macao SAR is HKD 260, while that for renewal or replacement in the mainland of China is CNY 230.

VI. Permit Collection

  1. On or after the scheduled date of collection stated in the “Permit Collection Receipt”, the applicant shall follow the instructions on the receipt to collect the Permit at the designated counters or self-service collection machines at the document service centre where the application was originally submitted. Applicants under the age of 18 may have their legal guardian collect it on their behalf. When collecting the Permit, the applicant must submit the “Certificate Collection Receipt” and the following materials:


  • If the Permit is renewed, the original Permit must be returned for cancellation.


  • If applying for the first time, applying for reissue after loss of the Permit, or if the original Permit has already been cancelled during the application, the applicant should submit his/her Hong Kong permanent resident identity card. Applicants who are children under 11 years old should submit his/her current foreign passport when applying.



  1. If the original Permit is lost after applying for renewal and cannot be surrendered for cancellation, the applicant must return to the document service centre where the application was originally submitted to complete the “Declaration of Loss of Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese)” and submit the original and copy of his/her Hong Kong identity card. After the original Permit has been invalidated by the approval department, a new Permit will available for collection on a specified date. When collecting the Permit, the applicant shall submit the “Receipt for Permit Collection” and his/her Hong Kong identity card to collect the Permit at a designated counter or self-service collection machine.



  1. If the “Receipt of Permit Collection” is lost, the applicant must go to the document service centre where the application was originally submitted to handle the lost receipt procedure in person and pay a service fee of HK$20. After the procedure is completed, the applicant can collect the Permit at a designated counter or self-service collection machine with the reissued receipt and the relevant documents mentioned above.



  1. If the applicant fails to collect the Permit for more than 12 months from the date of appointment for collection, he/she will be deemed to have given up collecting the Permit, and the processing agency will register and send it to the approval agency for cancellation.

VII Important notes

  1. It takes time to process the “Notice of Application for Access to Information” issued by the Hong Kong Immigration Department. Please obtain the above document before making an appointment.



  1. If there are changes to the Permit holder’s passport number, contact information, emergency contact person, and any other particulars, he/she should declare the same to the processing agency within 30 days (you can log in to the official website of CTS Entry Permit Service Hong Kong Limited to declare).



  1. If a Permit holder loses his/her Non-Chinese Hong Kong permanent resident status, or commits fraud and other fraudulent behaviour, the competent authorities will cancel or invalidate his/her Permit in accordance with the law.

Traveling from HK&Macao to Mainland China

2024年7月10日起,非中国籍的港澳永久性居民可通过中旅社申请办理《港澳居民来往内地通行证(非中国籍)》(以下简称“通行证”)。


通行证有效期为5年,持证人可在证件有效期内多次来往内地,每次停留期限不超过90天。持证人不得持通行证在中国内地工作、学习或者从事新闻采访活动。


持证人在口岸履行指纹采集等手续后,可使用快捷通道通关,持用通行证入境时无需填写外国人入境卡。

以下是《港澳居民来往内地通行证(非中国籍)》受理须知:



一、申请对象

(一)非中国籍港澳永久性居民,因投资、探亲、旅游、商务、研讨、交流等短期入境

事由来往内地,可以申请办理通行证。



(二)通行证有效期不足六个月或者已过期、损毁、遗失、持证人身份信息变更、电子              芯片失效的,可申请换、补发新证。

二、申请材料

(一)《港澳居民来往内地通行证(非中国籍)申请表》。


请在网上预约时完整准确填写申请数据,在现场受理时由工作人员打印,申请人

               核对无误后,在申请表上签名(与所持护照签名一致),作为正式申请表。



(二)相片。

              

               近半年拍摄的正面免冠白底彩色纸质相片1张,并提交该相片的合格检测回执;

               相片的详细规格请阅:“《港澳居民来往内地通行证》相片规范”,除婴幼儿外的

               申请人亦可去各证件服务中心接受照相服务。



(三)有效的香港永久性居民身份证。

               未满11周岁未办理香港居民身份证的非中国籍香港永久性居民,提交香港入境事

               务处签发的载明其具有香港永久性居民身份的《〈索取资料申请〉通知书》。



(四)有效普通护照(中国政府不承认的证件除外),证件有效期不少于6个月。



(五)有效的国籍证明文件即香港入境事务处签发的包含国籍信息的《〈索取资料申

             请〉通知书》,文件载有的国籍信息应当与申请人所持护照国籍信息一致,且文

             件签发时间应当在申请之日前6个月内。



(六)18周岁以下的申请人须由其合法监护人陪同办理,并提交关系证明文件(法定有

             效的出生证明文件或监护文件,如用非中文或英文版本的,应当提交中文或英文

             翻译件)和监护人身份证明文件。



(七)通行证有效期不足6个月或者已过期、损毁、持证人身份信息变更、电子芯片失

             效申请换、补发新证的,须在申请时提交原通行证。



(八)对因通行证遗失、被盗申请补发的,需在申请表上签署遗失声明。



(九)申请人因姓名、性别、出生日期、国籍、永久性居民身份证号码等身份信息变

             更,提交变更信息后的香港永久性居民身份证、护照以及法定部门签发的证明文

             件。



(十)审批部门认为确有必要的补充材料。

三、申请方式

(一)登录香港中旅证件服务有限公司官网,在“Non-Chinese”菜单或“办证预约”功能表项

             目下选取《港澳居民来往内地通行证(非中国籍)》网上预约服务,网上填写申

             请表,选择具体证件服务中心及时间,完成网上预约手续。

(二)申请人按照预约证件服务中心和时间,本人前往证件服务中心递交申请材料。18

             周岁以下的申请人须由其合法监护人陪同办理,并提交关系证明文件(法定有效

             的出生证明文件或监护文件如用非中文或英文版本的,应当提交中文或英文翻译

             件)和监护人身份证明文档。



(三)提交的证件及相关文件须为原件,同时提供复印件一份,如复印的材料超过一页

             的,请以A4纸双面复印。

四、办证时限

(一)通行证受理、审批、签发时限为20个工作日,因审批核实需要、申请不获批准以

及不可抗力等原因实际取证日期有可能迟于预定日期,我司不作赔偿及承担责任。



(二)工作日不含受理当天、星期六、星期日、内地和香港公众假期。



五、收费(港币)

香港或澳门特别行政区首次申请费用为港币260元,内地续期或补发费用为人民币230元。

六、领取证件

(一)申请人于《领取证件回执》注明的预定取证日期或以后,本人按回执上的指引到

原提交申请的证件服务中心的专用柜位或自助取证设备取证;未满18周岁的申请

             人,可以由法定监护人代为领取。


取证时,须提交《领取证件回执》及以下材料:


1. 换发证件的交回原通行证注销。


2. 首次申请、遗失补发或受理时已注销原通行证的,申请人应提交香港永久性居民身

     份证;11周岁以下儿童应提交申请时使用的外国护照。



(二)申请换发后遗失原通行证不能交回注销的,申请人须亲自到原提交申请的证件服

             务中心填写《港澳居民来往内地通行证(非中国籍)遗失声明》,提交香港身份

             证原件及复印件一份,办理报失补发手续,待审批部门对原通行证进行作废处理

             后按指定日期领取新证;取证时提交《领取证件回执》和申请人的香港身份证在

             专用柜位或自助取证设备取证。



(三)遗失《领取证件回执》,申请人必须亲自到原提交申请的证件服务中心办理报失

             回执手续,并缴付服务费港币20元。手续完成后,凭补发的收据及上面所述的相

             关证件在专用柜位或自助取证设备取证。



(四)申请人自预约取证之日起超过12个月未领取通行证的,视为自动放弃领取证件,

             由受理机构登记后寄送审批机构予以注销。



七、注意事项

(一)香港入境事务处签发的《〈索取资料申请〉通知书》办理需时,请取得以上文件

后再预约办理。


(二)通行证持证人本人护照号码、联系方式、紧急连络人等信息发生变更的,应当在

             30日内向通行证受理机构申报(可登录香港中旅证件服务有限公司官网进行申

             报)。


(三)通行证持证人丧失非中国籍香港永久性居民身份,或者存在弄虚作假行为等情形

             的,主管部门将依法注销或者宣布作废所持通行证。
